Shifting the burden

The best way to illustrate this archetype is to talk through an example.

The problem symptom is “software takes too much time and money to develop”.

The symptomatic solution that I am going to use to address this, is to adopt a shiny new technology that makes development quicker.

This has a number of possible side effects, such as: -
Recruitment/Retraining costs
Learning curve costs
Lack of experience resulting in mis-use/implementation issues
Loss of re-use of old technology
Perceived devaluation of old technology
Communication issues

What we really needed to do was to manage the complexity within the software developoment process, eg: -
Processes
Skills and knowledge
Communications
Business model
Adopting a new technology may still be part of our solution. However we wouldn't expect the new technology to be a panacea.
