The introduction of new technologies has a number of effects...
It can increase the range of problems that can be addressed:
New input devices and increases in processing power have meant that instead of batch data entry information can be collected in realtime;
Improved network infrastructure means that integration with other business systems becomes feasible;
New runtme environments mean that higher levels of reliability or capacity are attainable
New development tools make more complex projects achievable
Of course, each new technlogy needs to be understood and deployed effectively. This means the aquisition of new skills – and unless this is managed properly it happens in a haphazard and ineffient manner. People don't become experts in anything from the typical one week course, it takes weeks or months of real experience – and during a typical project this time isn't available. (Of course, the cost is paid with punative interest later in fixing all the problems caused by inexperience.)
The company has been using the new technologies (OO & Java) it adopted for 4 years (3 years in earnest). We still lack sufficient experienced resources in key areas.
